The Council advise that Messrs Dennys & Mossop should be informed that the matter has been carefully considered by the Governor in Council, who is of opinion that the evidence in this case does not warrant the rendition of the prisoner to the Chinese Government.
The Acting Colonial Secretary and Colonial Treasurer dissent, their advice being that
The Council further advise that the above decision should be communicated to H.B.M. Consul at Canton, and that the Acting Superintendent of the Gaol should be authorised to release the prisoner.
